

In accordance with the terms of Ordinance No. 206:
--PETS ARE NOT PERMITTED TO RUN AT LARGE WITHIN THE ARLINGTON CITY LIMITS. They must either be leashed or cabled/chained, kenneled or in a fenced yard and not allowed to roam freely.
--All domesticated pets (dogs and cats) must be licensed. All licenses issued in 2007 will EXPIRE MARCH 31ST. Please stop by the City Office before April 1st to obtain a 2008 pet license. The cost for a pet license is $5.00. A health certificate showing that the pet is current on its rabies vaccination is required.
Due to the Spring vaccination schedule, your pet may not be due for vaccinations until after April 1st, you should still license your pet in March to avoid late fees. You will be permitted to bring the health certificate in at a later date. Licensing your pet assures that it will be taken care of and returned safely if it gets loose and picked up by the Police Department.
--Due to a revision within the pet ordinance, a total of 3 adult (includes spayed or neutered) pets are allowed per household (i.e. 3 dogs, 3 cats, or a combination thereof).
--If you have lost (ran away, gave away, died) a pet within the last year, please notify the City Office so we can remove the pet from our current listing. We will be following up on our listing of pets again this year with the help of our local Police Department.
--Any person or entity found to be in violation of this Ordinance shall be guilty of a misdemeanor, punishable by a fine, plus all veterinary impoundment and boarding charges, and in the case of destruction of an animal, any veterinary charge for said service.

Grass Clipping Notice
PLEASE DO NOT DISCHARGE LAWN CLIPPINGS/DEBRIS ONTO CITY STREETS.
Lawn clippings/debris that are discharged onto city streets eventually wash into the storm sewers and cause them to clog. Besides being an inconvenience to residents, it is also COSTLY and time consuming for the City to clean and unclog storm sewers. The City is asking all residents to take their grass clippings/debris to the compost site. The hours for the compost site have changed from previous years to better accommodate the residents of Arlington.

If you have trimmed a tree, please contact the City Office at 507-964-2378 to have it chipped. Chipping is done on location at a cost. Boulevard trees are chipped for free.
If you have completely cut down a tree, it is your responsibility to have it removed/cleaned up.

City of Arlington Snowplowing Policy
1. INTRODUCTION:
The City of Arlington believes that it is in the best interest of the residents for the City to assume basic responsibility for control of snow and ice on city streets. Reasonable ice and snow control is necessary for routine travel and emergency services. The City will provide such control in a safe a cost effective manner, keeping in mind safety, budget, personnel and environmental concerns. The City will use city employees, equipment and/or private contractors to provide this service.
2. WHEN WILL CITY START SNOW OR ICE CONTROL OPERATIONS?
The Streets Superintendent will decide when to begin snow or ice control operations. The criteria for that decision are:
Snow accumulation of 2 inches or more;
Drifting of snow that causes problems for travel;
Icy conditions which seriously affect travel;
Time of snowfall in relationship to heavy use of streets.
Snow and ice control operations are expensive and involve the use of limited personnel and equipment. Consequently, snowplowing operations will not generally be conducted for snowfall of less than 2 inches.
HOW SNOW WILL BE PLOWED:
Snow will be plowed in a manner so as to minimize any traffic obstructions. The center of the roadway will be plowed first. The snow shall then be pushed from left to right. The discharge shall go onto the boulevard area of the street. Plows should alter plowing of alleys each occurrence in order to allow equal snowfall to resident driveways. When a plow goes on a bridge, the driver shall slow down to that snow does not go over the bridge if possible. In times of extreme snowfall, streets will not always immediately be able to be completely cleared of snow.
SNOW REMOVAL:
The Streets Superintendent will determine when snow will be removed by truck from the area. Such snow removal will occur in areas where there is no room on the boulevard for snow storage and in areas where accumulated piles of snow create a hazardous condition. Snow removal operations will no commence until other snowplowing operations have been completed. Snow removal operations may also be delayed depending on weather conditions, personnel and budget availability. The snow will be removed and hauled to a snow storage area. The snow storage area will be located so as to minimize environmental problems. In years of heavy snowfall, snow removal efforts will assist property owners with the clearing of snow piles around fire hydrants, based on priorities previously mentioned such as safety, budget and availability of personnel.
PRIORITIES AND SCHEDULE FOR WHICH STREETS WILL BE PLOWED:
The City has classified city streets based on the street function, traffic volume, and importance to the welfare of the community. Those streets classified, as “Snow Plow routes” will be plowed first. These are high volume, which connect major sections of the city and provide access for emergency fire, police and medical services.
The secondary priority streets are those streets providing access to schools and commercial businesses. The third priority streets are low volume residential streets. The fourth priority areas are alleys and city parking lots.
WORK SCHEDULE FOR SNOWPLOW OPERATORS:
Snowplow operators will be expected to work their regular eight-hour shifts. In severe snow emergencies, operators sometimes have to work in excess of 8-hour shifts. However, because of budget and safety concerns reasonable care should be taken not to work more hours than is safe to operate heavy equipment. Operators will take a fifteen-minute break every 2 hours with a half-hour meal break after four hours. After a twelve-hour day, the operators will be replaced if additional qualified personnel are available.
WEATHER CONDITIONS:
Snow and ice control operations will be conducted when weather conditions do not endanger the safety of city employees and equipment. Factors that may delay snow and ice operations include: severe cold, significant winds and limited visibility.
USE OF SAND, SALT AND OTHER CHEMICALS:
The city will use sand, salt and other chemicals when there is hazardous ice, or slippery conditions. The city is concerned about the affect of such elements on the environment and will limit its use for that reason.

NOTICE TO ARLINGTON RESIDENTSVEHICLES, TRAILERS – The City of Arlington will be hauling and plowing snow anytime there is a snowfall of two inches or more. We ask that all residents park all vehicle(s) and trailer(s) off the streets and avenues, or they will be ticketed and towed. In accordance with the terms of Section 4 of Ordinance 85, vehicles that interfere with City maintenance activity, such as snow removal, may be towed to a designated area at the expense of the owner. The vehicle may be impounded until all parking fines, towing and storage charges have been paid. Unclaimed vehicles shall be sold and the proceeds applied first against such fines and charges. Repeat violators will be towed without additional notice. SIDEWALKS - City ordinance requires that ice and snow must be removed from all sidewalks in residential districts within 48 hours and within 24 hours in business districts. Snow and ice are not to be placed on the streets after they have been plowed. Thank you for your cooperation.

NOTICE TO OPERATORS OF SNOWMOBILES AND ALL-TERRAIN VEHICLES
City ordinance requires that snowmobiles and all-terrain vehicles must use public roadways, streets, or alleys by the most direct route when entering or leaving town. Snowmobiles and all-terrain vehicles are not to be operated on sidewalks or boulevards, nor are they to be operated on private property without prior consent of the property owner. No snowmobile or all-terrain vehicle shall be operated on any cemetery land or city park or recreation area. Speed is not to exceed 15 miles per hour.
If this snowmobile/all-terrain vehicle ordinance is violated, a fine will be imposed or the City Council will consider eliminating all snowmobile and all-terrain vehicle travel within the City limits.
